oranjemund0014The Chief Executive Officer is the administrative head of the Council, The office is responsible for:

  • Administration of the affairs of the council and coordinates the activities of the council
  • Communication link between council and all departments
  • Policy implementing and financial management
  • Local economic development
  • Implementation of long term strategic plan for the council
  • Public relations

The CEO’s office is supported by three departments, complemented with the total staff of fourteen (14). The departments are:

  • Finance Human Resource and Administration
  • Infrastructure and Technical Services
  • Community Services and Economic Development

 

Department : Infrastructure and Technical Services
The infrastructure and technical services are responsible to ensure the proper running and development of the town’s infrastructure.

Functions

  • Ensure the proper running of the town’s infrastructure
  • Water Supply and infrastructure maintenance
  • Sewerage Reticulation
  • Roads and Storm Water Maintenance
  • Enforcement of Building Regulations and By laws
  • Building Inspection
  • Ensure the safety and good functionality of all the parks and garden within the municipal area.
  • Emergency/fire

WATER SUPPLY AND INFRASTRUCTURE MAINTENANCE

  • Ensure the safety and good functionality of the whole water network within the town council area.
  • Carry out the technical infrastructure planning of the water network and supervise the installation/execution thereof.

SEWERAGE RETICULATION
Ensure the safety and good functionality of the whole sewer network within the town Council area.

  • Carry out the technical infrastructure planning of the sewer network and supervise the installation/execution thereof.

ROADS AND STORM WATER MAINTENANCE

  • Ensure the safety and good functionality of the whole roads/storm water within the town council area.
  • Carry out the technical infrastructure planning of roads and storm water network and supervise the installation/execution thereof.

BUILDING INSPECTION

  • Check the composition of plans, detail drawings and material required for all infrastructure planning and installation.
  • Provide specifications of material to be used for maintenance and capital projects
  • Prepare working drawings by indicating all services such as water, sewer etc.
  • Indicate all new/altered water and sewer lines, storm water channels on working drawings.
  • Update the “as built” drawings to show all details.
  • Co-ordinate approval of plans and do the filing of plans and erf diagrams.

ELECTRICITY

  • Ensure the safety and good functionality of the whole electrical network within the Town Council area.

PARKS

  • Ensure the safety and good functionality of all the parks and garden within the municipal area.

 

Department: Finance HR & Administration
The Division of Finance and Human Resources Administration will be responsible for the overall financial, human resource and administrative functions of the Council.
Functions:

  • Human Resources: recruitment, safety, employee relations, compensation & benefits, compliance, training & development.
  • Finance: Estimation of capital requirements, determination of capital composition, establishment for sources of funds, investment of funds, utilization of surplus, overall management of cash and the general financial control.
  • Administration: overall support services and secretariat to council meetings, Asset management, procurement & stock.

 

Department:  Community Service and Economic Development
The Community Services and Economic Development department is responsible for the overall maintenance of the community services.
Functions:

  • Maintaining of Town facilities, streets, cemeteries, refuse/waste disposal, landfill site
  • Environmental Health and Pest Control
  • Town sanitation, food and meat hygiene
  • Occupational health and safety
  • Domestic animal control
  • Local Economic development and good relations with residents
  • Ensure Stakeholders Participation in the Development of Town
  • Land Management
  • Property Valuation and management
  • Town planning
